Delta Green NPC - The Bishop

The Bishop is the main antagonist for the modern day Karotechia campaign I am working on (click here for more information). The Agents probably won't meet him until they have progressed far into the campaign, since he is at the top of the conspiracy. Nevertheless, I find it important to give some background information about the main antagonist before I detail the other parts of the campaign.

Julius Albrecht, the Bishop

Background

The Bishop's original name was Milan Battěk. He was born in 1940 to Czech parents in what was then called the Protectorate of Bohemia and Moravia. In 1942, his parents died at the hands of the Nazi occupiers as a reprisal for a partisan attack in the area. Milan was spared due to his "Aryan features" and spent several months in a Lebensborn facility. Soon after, he was adopted by Wilhelm and Johanna Albrecht, who gave him the new name, Julius.

Wilhelm Albrecht was an SS officer, and shortly after the war, he decided to flee to Argentina, taking his wife and young Julius with him. In Argentina, Julius grew up among Nazis and war criminals who had fled via the rat lines, much like his father. These individuals taught him their fascist ideology and beliefs in the supremacy of the Aryan race. Julius Albrecht absorbed all of it.

In 1975, Albrecht found his purpose when he met Olaf Bitterich. Inspired by Bitterich’s fanaticism, he followed him to La Estancia and became a member of the Karotechia. Demonstrating a knack for hypergeometry, Albrecht quickly rose through the ranks and became one of the twelve Bishops and a trusted servant to Bitterich.

As a Bishop, Albrecht had access to hypergeometric artifacts that the Karotechia had smuggled out of Germany. He was particularly fascinated by a manuscript retrieved by an SS expedition to Tibet in 1938. Over years of study, he succeeded in extracting and translating a ritual that opens a doorway to the Higher Plane.

However, Albrecht's plans were interrupted by the 2001 raid on La Estancia, coordinated by Delta Green, Majestic-12, and GRU-SV8. He opened a gateway to the Higher Plane and fled, pursued by a Delta Green agent. On the other side, Albrecht found himself in a nightmarish realm. He managed to overpower and capture the Delta Green agent who followed him. Using sadistic, hypergeometric torture, he extracted every piece of information about Delta Green he could. However, the magic he used became unstable due to the influence of the Higher Plane, transforming the agent into an abominable creature now bound to Albrecht.

While still in the Higher Plane, Albrecht attempted to summon the spirit of Adolf Hitler for guidance, following Bitterich's teachings, but was unsuccessful. Nevertheless, he was tormented by vivid dreams of the birth of a young boy. Albrecht interpreted this as a prophetic vision of Hitler’s reincarnation and made it his mission to find this new vessel.

Upon finally escaping the Higher Plane, Albrecht realized that fifteen years had passed. Undeterred, he immediately began recruiting followers to rebuild the Karotechia, taking advantage of the global resurgence of far-right movements. He plans to use these assets for his two main goals: take revenge on Delta Green and find the reincarnated Führer.

Stat Block

Here is a preliminary stat block for the Bishop. I'm planning to develop some custom rituals and artifacts that he has access to. These will be detailed in a future blog post, as well as the monstrosity controlled by him.
